Demoya R. Gordon

Vice Chair and Commissioner

Vice Chair Gordon is a passionate, dedicated, and experienced civil rights leader, attorney, and expert. She has devoted her career to advancing justice, equity, and inclusion in a variety of settings including public service, civil rights litigation, and policy advocacy. Prior to her appointment, Gordon served as Equal Employment Opportunity/Affirmative Action (EEO/AA) Officer for the Illinois Department of Central Management Services (CMS) where she oversaw policies and programs related to EEO/AA, disability equity, and language access. Before joining CMS, she was a Supervising Attorney at the New York City Commission on Human Rights (NYCCHR), where she led a newly formed unit focused on bias-based profiling by city law enforcement and discrimination in public accommodations. In this role, she supervised and investigated cases resulting in landmark settlements advancing racial and gender equity in numerous industries and systems including fashion, health care, the criminal legal system, and government services. She also collaborated with colleagues to implement trailblazing legal policies protecting New Yorkers from discrimination based on hair textures or styles closely associated with race, and strengthening protections against gender-based discrimination. Prior to joining the NYCCHR, Gordon was an attorney at Lambda Legal, a national non-profit organization dedicated to achieving full recognition of the civil rights of lesbian, gay, bisexual, and transgender people and people living with HIV. There, she led cutting-edge impact litigation and policy advocacy, winning groundbreaking court orders, settlements, and policy improvements in cases involving discrimination in the criminal legal system, employment, health care, education, public accommodations, and government services. Before Lambda Legal, Gordon was an associate at Faegre Baker Daniels LLP (now Faegre Drinker Biddle & Reath LLP), where she litigated federal and state cases across the country. After migrating to the U.S. from Jamaica, Gordon received her undergraduate degree from Macalester College and her law degree from the University of California, Berkeley. In 2021, Gordon received Macalester College's Distinguished Citizen Award for demonstrating outstanding leadership, achievement, and active involvement in her community. In 2016, the New York State Diversity Coalition honored Gordon for her work on behalf of vulnerable and marginalized communities. The National LGBTQ+ Bar Association named Gordon one of 2014's Best LGBTQ+ Attorneys Under 40. In 2013, Lawyers of Color included Gordon on its annual list of exceptional young attorneys of color.
